Power system’s secondary frequency regulation is mainly implemented by automatic generation control(AGC) system. The CPS-based AGC control performance evaluation system has been widely used among domestic regional power girds in recent years in order to evaluate the AGC performance of regional power grid. Since control areas’ regulation ability and regulation requirements are quite different form each other in the same regional power grid, some AGC units’ operation conditions are far worse than others in different control areas, which have to adjust very frequently while others not. Nowadays, the AGC units’ compensation rule “Two Regulations” has not clearly distinguished the AGC units’ operation conditions, which makes it unfair that AGC units’ value and compensation do not match.Firstly, this paper introduces the commonly used AGC control mode and AGC control performance evaluation system among domestic and foreign regional power girds. Then the characteristics about A standard, CPS standard and BAAL standard have been analyzed elaborately. Secondly, we set the East China Power Grid as the research object and discuss the problems in its AGC management and CPS assessment detailedly. Then we point out the problem that some control areas’ AGC units operation conditions are quite bad in order to comply with the CPS standard. Thirdly, aiming at improving the AGC units’ operation conditions, we put forward five solutions including Control area boundary adjustment, Two-layer regulation, Cross-province AGC capacity trade, Differential CPS1 and Cross-province CPS1 index trade. Differential CPS1 and Cross-province CPS1 index trade have been proved feasible under the current system in China East Power Grid. Finally, we traverse the mechanism of the Differential CPS1 and calculate the qualified standard during peak load and valley load time using the real operating data of China East Power Grid. The basic principle of Cross-province CPS1 index trade is also presented in this paper. All the conclusions in this paper have been proved effectively by the simulation results based on Matlab/Simulink simulation platform.
