It is proposed clearly that Shanghai Pudong International airport will be built as aviation hub. As the based airlines that has taken up almost 50% market share, A airline is going to increase the flights during the rush hours from the former “3 in and 3 out” to “4 in and 4 out”, and the emphasis will be put on the transition, speeding up the passenger flow, baggage flow and the efficiency to pass the custom. However with the development of these flights, abnormal events increased dramatically, especially for the baggage sorting system in the T1 that has not been met the requirements for the transition. How to improve the baggage sorting system and the procedures of baggage handling system is the t significant way toimprove the overall work efficiency to the A airline in the Pudong airport.First, the related data for setting up the model must be gathered by analyzing the current passenger transition procedures and baggage transition procedures. Then using ProModel to simulate the procedures of transition baggage for A airlines in T1.On the basis of it, the simulation result is analyzed by referring to aviation service standards that are made by the CAAC and A airline transition guide book. The conclusion is that there is the bottleneck existing in the phases of baggage picking, baggage retransition.Second, by analyzing the procedures of baggage picking phases, we propose that change the individual picking procedures to the centralized picking and assign the specific person to be responsible for the transportation of retransition baggage. By studying the procedures of the retransition baggage, we get the methods of increasing the baggage retransition counters and open the counters more reasonably.Last, by using the improved procedures to optimize the simulation and run it, we compare it with the current baggage transition related measurement index and get the conclusion that the improved methods can reduce the baggage transition time and enhance the effectiveness of the working staff and equipment under the situation of reducing the baggage transition picking staff and the baggage transition counters. The results show that the simulation of the improved baggage transition procedures has more reasonability and effectiveness and provides the model-building methods and simulation ideas to study procedures in the civil aviation inner systems’ study.
