Video Enforcement System(VES) is an important component of the intelligent transportation system. In the dissertation, using image capture technology and automatic license plate recognition technology to automatically capture the vehicle when the the red light is on. This research focues on following aspects.( 1) vehicle detectingThrough a red light detector, ring induc tion coil and Athenex autom atic vehicle detection, red light intersection of information to achieve automatic control, when the status is green status lights, turn off the vehicle by detecting subsystem; When the light is red state, when detecting a vehicle passed, start the im age capture m odule for capturing through the vehicle. Through the detection of the red signal, the vehicle detection module to achieve au tomatic switch, to reduce accidental shooting, saving energy targets.( 2) image captureImage capture functional subsystem s in the vehicle detection subsystem receives the transmitted signal after the shooting, take pictures, and the pictures of the fil m is sent to the server for processing. The us e of industrial cam eras, the vehicle under control by detecting module for vehicles running red lights capture, and will capture the image, through the Socket technology transfer to the server for automatic recognition of license plate numbers.( 3) vehicle number capture automaticallyAutomatic Number Plate Recognition f unction is to receive uploaded im age capture functional subsystems vehicle caught running a red light skin im age, the license plate number of automatic identification technology used to capture the picture of the license plate identification number, and will license plate number, time, location and other information sent to the called traffic management system. In order to meet the needs of system scalability, and in order to meet the requirements of different operating system platforms, this dissertation studied the vehicle im age capture system uses smart SOA technology to achieve data sharing.A city in the country through a number of in tersections system test results indicate that all veh icles crossing emplaced image capture system for intelligen t vehicles running red lights capture rate almost reach ed 100%, the plate num ber of automatic recognition rate of 95 % or m ore, artificial recognition rate 100%. Indicates the proposed design of intelligent vehicle image capture system can meet the intersection through a red light vehicle intelligent captu re requirements, meet the system design requirements.
