The Design And Implementation Of Intelligent Streaming Recognition System Of License Plate

With the rapid development of road construction and the popularity of motor vehicles,traffic accidents related to motor vehicles were increased year by year,the illegal behavior like over-speed driving,hit and run,robbing motor vehicles,illegal assembly of motor vehicles,smuggling motor vehicles,the use of counterfeit signs,not According to the road,illegal lanes change and not wearing seat belts had been caused a huge threat to the social people's lives and property.Although the current security bayonet had achieved the all-weather monitoring of road traffic,the road traffic management in time and space on the blind spot has eliminated,to solve the police is not on-site and other law enforcement problems,But the pattern of police eye recognition alone can not alleviate the contradiction between traffic management and police and the contradiction between the lack of police,it can not meet the needs of intelligent technology applications.In this paper,at first,based on the analysis of the present situation of intelligent traffic,the intelligent license plate recognition at home and abroad,the author had designed the "Intelligent Media Flow License Plate Recognition System" based on the technology of public security road vehicle management,the video detection,computer image processing and computer network communication technology to achieve the vehicle information identification,vehicle information query,video surveillance management,video image processing,correlation analysis,PGIS map display and other functions.This paper had given the architecture design,function module design,database design and corresponding technical route of the system.A system test had been made in the end.This system collects and shares the vehicle information,robbery vehicle database,population basic information resource library,motor vehicle driver information card,fugitive personnel information resource base and illegal crimes through the data of provincial,city and county levels of bayonet Personnel information resource library and other real-time matching and investigation,to achieve all-weather road real-time monitoring and comparison,to ensure the safe operation of the road,while enhancing the theft of vehicle efficiency and combat prevention and control capabilities to improve the scientific level of police work,Scientific and rational allocation of police resources.
