Nowadays, numbers of the cities in China have faced congestion and lack of parking lots because of high car ownership rates, particular in those big cities and super cities. Meanwhile searching for a parking spots will aggravate the congestion in those cities for lacking of parking space. It means that not only the car owners suffer the pain of congestion,but the public suffer the air pollution and the huge waste of energy and resource.The design, Parking System Based On Data Mining in this paper, is trying to solve the problem which is difficult to find a parking spots. At the same time, the design of The Parking Searching Algorithm will be help in searching new parking space. At first, the paper introduces the history and the present situation of PGIS(Parking Guidance Information System), then analysis the advantage and the defect of PGIS. Finally, the author propose a new PGIS(Parking Guiding Information System) system based on smartphone and server system.The emphases of this paper is to design the server system.The first half part of the paper is the design of Parking. Guiding Information System according to the protocol, including registry module, login module, parking spots inquiry module, user suggestion module and data upload module. The connection mode is wireless by Winsock. The second half of the paper is a design of algorithm to searching new parking spots through data mining. The C4.5 algorithm is used to judge the state of the car after a series of data processing, such as remove the flying spot, compensation algorithm, Kalman Filter. Then, the algorithm of recognizing the parking plot is used to make sure whether the spot is a parking plot or not. Finally, the program will determine whether insert the parking position into the parking spots table or not based on the judgment.A simple interface is necessary to manage the system which mentioned above. The design of the interface including the monitor system of parking space, map searching and broadcast system. At last, the author design several tests of the system, the results show that the system work well.
