Railway transport of goods for the development of national economy important responsibility, railway transportation is the most important railway train operation safety.Freight trains because super, partial load caused by cutting shaft, shaft, climb track and train derailment accident often happened, and security and the ministry of railway transportation image has a great impact. In the face of such a huge amount of information, if artificial processing, will be very inefficient. Use the computer now, can give full play to the powerful features of the computer information processing, through software programming to realize the automatic data processing, real-time display,greatly reduce the labor intensity of workers, improve the work efficiency. Railway transportation is the foundation of the national economic development, the management information system in railway transportation management on a large number of applications, such as railway transportation management information system(TMIS),transportation scheduling command system(DMIS), railway geographic information system(RGIS), ticket system. Railway wagon super partial load information management system software design and implementation, which can realize run 24 hours a day, no one monitoring, automatic data processing, at the same time, the system software, simple operation, stable running.Railway overall acceleration, but also to overrun overweight cargo transport efficiency and security put forward higher requirements, and improve the level of transfinite overweight cargo transportation information is solved the problem of overrun overweight transportation efficiency and safety of effective way. Computer data processing has expanded from the early stages of its application to the advanced stage of mature and perfect, which is currently can provide a variety of applications with different application type and function of the computer information system.In this paper, the C/S mode of railway super partial cargo transport management system development were studied, the first analysis of overweight and partial cargo transport organization work flow, the super partial cargo transportation management information system to analyze the functional requirements and nonfunctional system analysis, proposed the transfinite overweight management information system development goal and development process. And according to the correspondingfunctions and design pattern, determine the Delphi as the basic development platform.Next to the three core subsystems: overweight and partial load subsystem, monitoring detection subsystem, the development of the decision-making process subsystem detailed design. And in this paper on the function of the system hardware and software design and development, the database table structure and containing points module for system design, and in hardware design module, monitoring detection has a detailed design of the system and safety protection. The last part is to show the implementation of the system, and show the related module of the core code.
