The real estate industry in recent years is being a hot area of the national economy, with the rapid development of the real estate industry, the national macro-control policies and the market matures rational consumer awareness, the real estate market is gradually bid farewell to the golden age of high-profit, turned from a seller’s market to a buyer’s market, real estate extensive management model is also progressing towards the direction of the standardized operation and standardized management, the development of industry ushered in new opportunities and challenges. In this new market environment, in order to project development as the main profit model of the real estate industry, the project cost control as an important part of project management throughout the entire project development process, largely determines the profitability of the project level, prompting more and more companies began to focus on the development of the project cost management, hoping to improve enterprise management level, in order to cope with the fierce market competition under the new situation.This paper taking the project cost control as the center, and using the project cost management methods to research the cost control process of project, finding and analyzing the problems in the work of cost management, proposing the measures of real estate projects in earlier stage, design and construction of each stage cost control. Firstly, it elaborates the background and significance, the domestic and foreign research present situation, research purpose, method and system structure; then introducing the basic theory of project cost control, as a theoretical basis for the research of the project; briefly describes the analysis of the construction background and necessity of project; then analyzing the composition in the earlier stage of project, the project planning design and construction phase of the cost and the influencing factors, and to calculate the cost of the three stage, to provide the basis for follow-up project cost control; and then using the method of cost control in respectively pre project, design and construction in three stages of cost control, and finding out the problems; finally, in view of the cost management problems found in the process of development and construction projects put forward countermeasures and suggestions.This paper is obtaining a series of achievements through theory with practical cases:1, the project uses the residual value method to calculate the estimated project cost of land, so that the project team is able to comfortably participate in land auctions, access to land use rights.2, in the design stage cost control, value analysis on the project design to select the project of the reasonable function and the lowest cost plan, to lay the foundation of good project cost control; in construction drawing design stage cost control, using similar engineering budget method to calculate the reasonable cost index of the three building materials, then using it to manage the cost of construction drawings.3, in the construction phase of construction cost control, the work breakdown structure and the implementation of the target cost of engineering projects, and using earned value to assess the construction process cost, found the cost deviation, deviation analysis of factors, to formulate the corresponding cost control measures to ensure that the project cost will be controlled, and will be completed on schedule. The formation of project cost control system will improve the project market competitiveness to a large extent, improve the project and the profitability of enterprises, and to provide reference for real estate project cost management.
