Farmers concentrated residential area can not only save land and convenient for centralized management, also can improve the quality andliving environment of farmers. Which accord with the requirement of development of urbanization. Through the untiring efforts of the countries and the builder, the farmers concentrated residential area have made great progress in the process of urbanization, and was deeply loved by local peasant. However.there are still many problems in the development of concentrated residential area, such as location selection problem, supporting facilities, planning and design and so on. Prophase planning and design of the community directly affect the success or failure of the construction of the community. The academic research suggests that in the planning and design stage, the impact on the project construction period and cost is the largest. Therefore, In farmers concentrated residential area planning and design stage, to comprehensively consider the effect of various factors on the residential area, and using reasonable evaluation method to set up reasonable comprehensive index evaluation system can make the village planning and design more practical and more in line with the farmers’living requirements.Because of lacking of correct, scientific and systematic management approach to manage and evaluate of the planning and design of the village, there are still existing many shortcomings in the planning and design of farmers’concentration at present. Value engineering is a cross, system, scientific management methods.Value engineering has been the successful used in all walks of life in abroad and is widely used in the country. Therefore, it has important practical significance to applicate value engineering in the concentrated residential area planning and design to optimize the community function, reduce costs and maximize value.This paper study the planning and design phases of farmers concentrated residential area.And then analyzes the present situation of farmers concentrated residential area to find out the problems. The paper puts forward the characteristics and requirements of value engineering which using in the design of residential area. This paper introduces the theory of value engineering, the development of domestic situation and the trend of development.
