Research On The Post-Evaluation Of The Peasant’s Centralized Residence Project

With the rapid development of the industrialization and urbanization, the new rural construction, and the introduce polices of the linked to the increasing or decreasing of the urban and rural construction sites, farmers’centralized residence project in the country has to be widely implemented. Farmers’centralized residence project is an important part of the achieving the "three centralized", the inevitable result of the optimization and upgrading of the industrial structure, the objective requirements to achieve the land intensive and the agricultural industrialization, the birth of urbanization and the process of farmer’s citizenization and the important and only way to eliminate the urban-rural dual structure and to achieve the common prosperity.The project has made sense of saving rural land resources, to ease the pressure of urban construction land and to improve the appearance of the village. But in advance, it also begins to show some problems.like project planning and decision, the quality of housing and property management. In view of this, the paper makes the farmer’s centralized residence project of the Town of Hanjiang,Yangzhou City as the research object and make a research on the post evaluation of the farmers’centralized residencerproject.(1) The paper reviewed the current domestic research and overseas research and make a comprehensive study of the construction project evaluation theory, methods and application system. Combined with farmers’centralized residence project, the paper analyzed it’s basic concept, purpose and characteristics and discussed the scope,the basic content and the predict content in detail.(2)The paper analysis the basic methods of the post evaluation of construction project,such as comparative method, causal analysis, investigation and logical framework approach;the basic methods of empowerment,such as AHP, Entropy AND Delphi; the comprehensive evaluation method,like fuzzy synthetic evaluation method.(3) In view of the scope and content of farmers’centralized residence project,considering the results of the expert consultation and survey results and based on systemic principles, typical principle and operability principles, the paper build a complete and effective index system of farmers’centralized residence project.(4)Finally, practicing the theory and methods into use, the paper made a post evaluation of the farmer’s centralized residence project of the Town of Hanjiang,Yangzhou City, including project’s construction process,environmental impact, social impact and sustainable impact with the model and coming to the conclusion. The paper provided a reasonable and effective proposal and provided some basic theory for the government’s decision-making and management.
