At present, the logistics industry has developed rapidly in China, and the highway cargo transportation plays a more and more important role in comprehensive transportation system.With the development of commodity economy, the road conditions have been improved. The regional economic exchanges and goods exchanges are more frequent. The volume of highway freight becomes larger, which will cause more traffic accidents. According to the authoritative statistics, the number of accidents caused by goods transport has been increasing in a straight line. These accidents will not only cause serious casualties,economic losses and serious pollution to the environment, but also have some bad social effects. The key of the study is to improve the safety of highway goods transport and reduce the loss of casualties and property.The definition, characteristics and classification standard of highway cargo transportation are expounded and the former accidents of road freight is analyzed. Based on this, the paper discusses and studies the current situation of road freight safety level at home and abroad and the risk factors that affect road freight in detail. The risk factors which influence the road transport of goods can be divided into personnel factors, physical factors,environmental factors and management factors. The risk assessment index system is established in the study by relevant experts’ score of each evaluation index, the methods of analytic hierarchy process(AHP) to give the index of risk quantification and determine the weight of corresponding indexes. On the basis of evaluation index system of highway cargo transportation risk assessment results, we can establish risk survey tables and grade the hierarchy of risk. At last, combined with examples, the study verifies the evaluation index system. The verification results show that the established evaluation index system is similar to the actual highway cargo transportation risk, which can be used for highway cargo transportation risk in the future. In terms of the existing problems in the examples, the study puts forward some effective measures to reduce the frequency and loss caused by accidents ofroad freight.
