With the continuous consumption of fossil fuels and the increasing environmental issuels in today’s society, the construction of new energy power generation projects is in full swing. A set of objective evaluation methods is needed to evaluate all aspects of the projects, so that we can identify its strengths and weaknesses and making proposals for new projects.Currently, the research of new energy generation projects evaluation method has yielded some results. It has been mostly directed against a single side evaluation using a particular evaluation method. A muti-objective comprehensive evaluation methodology with some guiding principles has not yet formed. In this paper, the muti-dimensional evaluation methodology is established, which combines comprehensive evaluation methods at macrolevel with basic evaluation methods at micro-level. The methods of gray correlation degree analysis, DEA/AR, fuzzy synthetically evaluating method for successful degree and improved radar chart are taken to evaluate the technical dimension, economic dimension, social dimension and project overall effect dimension respectively according to their different features. Simultaneously, the methods of comparative analysis, ratio analysis, factor alternation and curve-fitting are choosen to evaluate the important indexes dimension in depth. Effectiveness of the evaluation methodology in this paper is verified by the example of a wind farm’s two operation periods.According to characteristics of the new energy generation projects technical performance, an evaluation method based on weight-varying gray cloud model is proposed. In allusion to the defect that the form of gray clustering whitenization weight function is fixed, the normal gray cloud model is adopted to substitute traditional whitenization weight function, thus both fuzziness and randomness of evaluation grade information can be effectively reflected; meanwhile to avoid the negative influence of unqualified indices being covered up, the punishment type of weight-varying vector is led in to modify constant weights and the unqualified indices are punished. Through comparing the evaluation results by the proposed method with these by gray correlation analysis method, the reasonability and superiority of weight-varying based method are validated. Comprehensive evaluation results of four typical wind farms prove the validity of the proposed method.
