Construction of electrical consumption information acquisition system is an important part of smart grid. With the full advent of the information age, smart grid has become the trend of network development. In the smart grid construction, information collection system plays a very crucial role. Information collection system uses both the software and related hardware, to achieve a comprehensive and objective electricity information gathering, as well as to provide an important objective data basis for the operational implementation of "SG186" information system. With comprehensive electricity consumption information, power companies can be more accurate in decision-making. Furtherly, information collection system also enables power companies to quickly grasp the market demand, and adjust the power supplying state.This study introduces the hardware configuration, the main functions and collection requirements to be achieved under diffirent acquisition modes. It clearly demonstrates the features of the various collection methods and communication channels. This article takes Zhejiang province as example, in order to further enhance the quality of user’s electricity information collection and the success rate of the collection system, it has developed various attachment modes to meet the coexistence of various acquisition programs in Zhejiang, which reduces the workload for on-site installation personnel and improves the success rate of automatic attachment. It also studied operation and maintenance work of information collection system in Hangzhou, showing the application functionality of each module, and demanstrating the effectiveness through operation and maintenance instance of Hangzhou power company. Finally, this article describes the application of functional modules on the platform of information collection operation and maintenance system. We developed a collection operation and maintenance platform applications for GIS (geographic information system), while reducing operation and maintenance personnel work intensity and complexity by means of electronic data PDA equipment. It makes full use of electricity consumption information acquisition systems to power marketing business. Both from the theoretical value or practical significance, the results of this study have a higher value for all power companies using information collection system.
