Currently, thermal power is still the dominant in our country. The consumptions of coal for Power generation account for more than 50% of China’s coal industry. Although thermal power plant coal consumption has been reduced year by year, reached the world advanced level compared with Europe, Japan and other developed countries, it still has a lot of room to improve. As a main resource of energy-consumptions and pollutant emissions, Chinese government put forward higher requirements for the thermal power plant because of China is paying more attention to energy conservation and environmental protection in the future. How to generate power efficiently and low emissions on the basis of providing power for the development of national economy security is the point of the thermal power plant research.The purpose of evaluating the energy efficiency of thermal power plants is to find the weak links of the energy efficiency of power plants, then through improving the management system, the operation and management level and equipments to achieve the purpose of energy conservation and emissions reduction. Therefore, evaluation of energy efficiency in thermal power plants can not only improve the actual economic profits, but also can contribute to the construction of a conservation-oriented society. Nowadays, the studies of energy saving are mainly focus on the analysis of single unit’s energy loss and optimization of operation.;ind ihc development of compiehensivc evaluation is lagging slightly. This paper studied the comprehensive evaluation of the energy efficiency of thermal power plant on the basis of the existing problems of energy efficiency evaluation and the shortcomings of the existing methods.The comprehensive evaluation of thermal power plants is a part of system engineering and belongs to the multi-attribute decision science. According to the practical research and analysis, this paper established multi-level comprehensive evaluation index system considering the following four aspects:reliability, economy, technical supervision and operation. In order to overcome the disadvantages of single weighting, a new method combining sequence relations method and sequence synthesis technique is put forward in this paper to determine the weights of each energy-saving index. This method achieves a combination of qualitative analysis and quantitative analysis. Furthermore, this paper firstly introduced the TOPSIS theory, gray correlation analysis, vector projection theory to the comprehensive evaluation of the energy efficiency of thermal power plant. A comprehensive evaluation model was put forward based on TOPSIS gray relational projection method. Then with this method, this paper assessed four units of 330MW of shenhua-guihua group. Simulation results are satisfactory. The last, this paper designed the comprehensive evaluation system of energy efficiency in thermal power plant on the GUI interface platform in MAT LAB, realizing intelligent evaluation. It digs out the unit’s energy saving potential by diagnostic analysis and point out the direction of energy saving in thermal power plant. The analysis results also provide a reference to improve the energy efficiency and enhance the competitiveness of thermal power plantin the electricity market.
