| The improvement of crew quality is one of the most important factors for the ship transportation safety and environmental protection. In recent years, the International Maritime Organization and States Parties have been dedicated to the specification and standard research on seafarers’training and watching. Manila Amendments to STCW Convention was approved at the International Maritime Organization STCW Convention States Parties diplomatic conference on June 21-25,2010 in Manila.To fulfill Manila Amendments to STCW Convention actively, China launched the performance research in 2010. In 2012, the ministry of maritime bureau released the regulations and laws of seafarers training certification on issuance, examination and assessment. The original ones did not meet the requirements.In order to achieve fair, objective and feasible testing and assessment, crew training certification assessment system that accurately reflects the reality of our country should be established and researched, and the standards, contents and methods under the new rules should be constantly researched and explored. It is important to improve crew certification assessment system and crew’s international competitiveness.Based on the above background, crew training certification assessment of domestic laws and regulations, international conventions and other relevant specifications is deeply studied. Aiming at the shortcomings of Shandong maritime bureau crew training certification assessment, a new seafarers training certification scheme was put forward. According to the new crew training certification assessment outline and standards, and the actual situation of Shandong maritime administration, nine professional training assessment projects and seven special training assessment cards and standards were accomplished. The applicability of assessment cards and standards were studied. The feasibility and correctness of the assessment scheme, cards and standards were verified through the application, demonstration and modification in Qingdao ocean shipping mariners college and Shandong Jiaotong University. |
