This research has collected the relevant navigational regulations specified by the Singapore Strait authorities and literature data, combined with hydro meteorological and traffic situation of Singapore Strait, taken into account the maneuverability of the super large ship and the development trend of the ship scale, carried out a comprehensive analysis system, defined the concept of "Very Large Ship" in the Singapore Strait navigation environment, in order to analyze the risk of a very large ship sailing in the Singapore Strait. On the basis of the identification of the risk factors of the large ships sailing in the Singapore Strait, the risk evaluation index system is established, and the weights of each index are calculated by using the combination weight method. This paper introduced the theoretical analysis method called Set Pair Analysis (SPA) to construct the navigation risk of evaluation model and evaluation analysis system. The results show that the SPA evaluation model can effectively solve the uncertainty problem in the risk evaluation, and will be the organic integration of subjective and objective judgment, making the results more comprehensive and systematic. Through the analysis of the results of Set Pair Analysis evaluation model, the result is confirmed that the evaluation results are valid and reliable and can accord with the objective facts. Based on the results of the data can be quantified the risk degree of each part of Singapore Strait. By comparing indicator elements of each part, both transversely and longitudinally, can determine the influence of various indicators. And according to the analysis conclusion, the safety measures of the ship navigation are put forward and the scientific and reasonable suggestions are put forward.
