| Smart substation is a digital, information-sharing and networked substation, its equipment is reliable, advanced, intelligent and green low-carbon, it can achieve automatic monitoring and control, protection, measurement, and other basic functions, while enabling online analysis decision-making, collaborative interaction and other advanced features. Smart substation is an important part of the smart grid, which is one of key to support strong and smart grid construction to achieve energy conversion, carrying out a comprehensive evaluation of smart substation, not only can provide scientific criterion for investment decision-making of smart substation construction project, and provide a scientific and effective way to promote the construction of future smart substation, but also can provide a reference for substation intelligent transformation decisions.This paper first reviews the development of the substation, as well as a comparative analysis of the differences between digital and smart substation, tradition and smart substation, and then details the main evaluation method proposed by scholars, analyzes the advantages and disadvantages of each method, and finally according to the characteristics of smart substation, this paper proposes the use of cloud model for comprehensive evaluation of smart substation.This paper from three aspects: technical, economic and social, to analyzes the key factors affecting the comprehensive evaluation of smart substation, and then constructs a comprehensive evaluation index system of smart substation, on this basis, constructs a technical and economic evaluation model of smart substation based on cloud model, firstly, this model determines evaluation criteria cloud; then applies AHP method to give indicators weights; secondly uses backward cloud generator algorithm to construct indicators cloud and sum up comprehensive evaluation cloud; Finally, it uses the Euclidean distance algorithm to evaluate the level of smart substation. Then, this paper uses the comprehensive evaluation model of smart substation for empirical analysis to prove the scientific rationality of the model.
