With the development of economy and the increasing demand of electrical energy in our country, as well as the uneven distribution of the production and consumption of electrical sources, it is imperative to construct the ultra-high voltage(UHV) transmission line engineering which can meet the demand of "long-distance and high efficient" transmission. As a complex system, the UHV transmission line engineering has more project participators, larger span in space, higher technical requirements, more amount of investment, and more uncertain factors. Due to its particularity and importance, the UHV transmission line engineering has higher demands of quality than usual engineering, and thus higher demands of quality control. The common quality control methods can ensure the engineering quality to some extent, but present research is not enough on the mechanism of UHV transmission line engineering quality status formation which can essentially ensure the implementation of good quality. During the formation of UHV transmission line engineering quality, the quality status of implementation phase, i.e. the construction phase, was the most complex and volatile, and it played an important role in the formation of engineering quality ultimately. So the diagnosis on the quality implementation status was a problem worth of study in current field of UHV transmission line engineering quality management.Focusing on this problem, this paper first discussed the meaning of diagnosis on the quality implementation status of UHV transmission line engineering. Literature review of the related research on methods and models had been done, and then the research content, methods and technical route had been proposed. Secondly, the characteristics and constitution of UHV transmission line engineering had been analyzed. Based on the common quality problem in the implementation phase, the corresponding control techniques had been proposed, the current quality management methods and the mechanism of implementation status formation was analyzed, and finally the quality implementation status of UHV transmission line engineering were obtained. Thirdly, indices for UHV transmission line engineering quality diagnosis were extracted based on the principle and certain steps. The set of diagnostic indicators was constructed and further divided into two types, technical indicators and managerial indicators. Based on the existing engineering foundation, the diagnostic system including diagnosis standard for various implementation status was constructed. Models combined with mutation theory were built on analysis of the diagnosis principle and those two types of methods. The methods and steps for constructing diagnosis system, as well as the methods dealing with those indices were proposed. Membership determination of status was done using fuzzy theory, and diagnosis models on different hierarchy were built. Finally, the diagnosis on quality implementation status was done with practical UHV transmission line engineering. The analysis of the diagnosis results verified the scientificity, rationality, effectiveness and feasibility of the research content in this paper.The diagnosis system would help the grid company and also the construction enterprise master the quality implementation status well, control the quality specifically, and finally ensure the good quality of UHV transmission line engineering. This paper provided new thought, and also enriched the concepts for engineering quality control. It had great practical significance to some extent.
