With the sharp increase of electricity consumption, the diversification of distribution and usages among the business enterprises and ordinary users, the power grid becomes more and more complicated in load, structure, operation mode, etc. There are higher demand on the security and invulnerability and more challenges to the communication network which is known as the second entity grid in the power system. As the carrier of production, management and other services, the reliability of the network has the direct relation to the reliability and stability for power system. Consequently, analyzing the risk of power communication network has the great significance to guarantee the stable running of the power grid.This paper based on the research of power communication services, then showed the services’ properties from the communication factors and grid factors and established an evaluation indicators system for services importance. In order to quantify the services indexes objectively and accurately, a new evaluation model of service importance is proposed with the foundation of evaluation system and the introduction of contribution coefficient. In addition, with the purpose of overcoming the drawback that traditional researches only concentrated on single factor or failed to distinguish the factors properly, the new model grasped the multifactorial characteristics of services and verified the correctness of the algorithm model by analyzing the practical power communication services.Aiming at controlling effectively the network security risk, we presented a model to assess the risk of the power communication network security. Therefore, the assessment of the importance of the network units and theirs’ risk can be obtained under the fully consideration of services importance and topological properties of power communication network. The security risk result from the evaluation algorithm is used to exert protection measures for the target units to achieve its reliability. In the end, taking one practical power communication network as an example, we put the model into this network to measure the risk of units and proposed some advice to command the risk.
