The electric vehicle is a new energy transportation which is replacing oil by electricity, and it has become the important means to solve the problem of energy and environment because it has the characteristic as "zero emissions", low noise, energy conservation and emissions reduction. It is the inevitable trend of auto industry development. Charging infrastructure is a necessary infrastructure for electric vehicle for energy supplies and maintenance services, at present, because of unscientific site selection, many cities have to face the low efficiency of charging station, the decrease of electric quality, the uneven utilization problem, which is inconvenient to users, and becomes the obstacles which restrict the development of the electric car industry. "North Hebei five cities" (Tangshan, Langfang, Zhangjiakou, Chengde and Qinhuangdao) have been the priority developing cities of Electric vehicle intelligent charger for electric service network by the planning of national power grid, Langfang has certain numbers of electric cars, but the charging facilities have only install the business outlets in the urban area, and not formally put into use, although the preliminary impact is not big, but along with the increase of users, the demand become more complex and diversified, the contradiction will be outstanding. Therefore, the reasonable layout research of charging infrastructure can improve the utilization rate, operational efficiency and the convenience of users in Langfang, which is conducive to the promotion and popularization of electric vehicles.This paper is based on the current situation of development of electric vehicle charging stations and the related research results both at home and abroad, according to the current development situation of the electric car industry in Langfang city and the practical problem in building charging infrastructure, it has systematically studied the charging infrastructure location layout problem in Langfang. First, according to per capita GDP in 2008-2013 in langfang city and the number of private vehicle, it has predict the number of electric car charge demand and the charging stations of 2014-2020 For private car target market combined with linear regression model and the Bass diffusion model. On this basis, according to the central place theory, gravity method and center of gravity to facility location theory, it has built the building model of charging station respectively. Select the most suitable plan for the convenience of user, and it has provide decision-making basis for the plan of site selection of electric vehicle charging infrastructure in Langfang.
