| In recent years, electric power industry in our country is developing rapidly, especially in new energy power generation technologies such as wind power generation, biological mass energy electricity generation, solar power generation, etc. The competition of power transmission and distribution project construction in the market is becoming more and more intensive. With the development of management system and the operational mechanism in power transmission and distribution project, the importance of cost management is growing. The enhancement of the ability to manage cost of power transmission and distribution project scientifically, reasonably and normatively is the key focus for every power company in order to fulfill the requirement of rapidly changing market and to strengthen the competition ability.We first analyze the cost management theory and content in power transmission and distribution project. The problem of cost management is deeply researched and concluded as follows:The cost management in power transmission and distribution project is detached with market; The ability of cost managers cannot meet the requirement of market; The management of project cost consulting company is in-normative; The promotion of bill of quantities pricing mode is very slow; The project cost is always fluctuating and the management of project cost is nonstandard, and then, the total project life cycle cost management theory is adopted to analyze the factors influencing project cost management during project decision-making stage, project design stage, project bidding stage and construction stage. The solutions of each stage’s problems are also developed.At the end of this thesis, the validity of the proposed solutions is approved with the project of the 35kv substation capacity and line reconstruction. |
