China is the country that owns most high plateau airports. By the end of2014, there are42high plateau airports in the world and15of them belong to China. There are many causes such as high altitude, wind shear, challenging terrain conditions, losing of engine thrust, etc, which intensify the contradiction between security and economy of flight operation in these airports. However, high plateau air transport market is the aviation market that grows fastest in China. A report of2014shows a fact that the number of flights increased by19.1percent and the number of passengers increased by18.7percent compared with the previous year. One engine out SID(EOSID) is paid close attention to Civil Aviation Administration and airlines because it is the one most important means to resolve that contradiction between security and economy of flight operation.This paper studies an auxiliary method of designing EOSID and designs an Assitant tool for EOSID based on ObjectARX. First, this paper carries out detailed analysis of research status of EOSID and develops a general idea and process for designing EOSID procedure, then discusses the method of designing EOSID deeply, especially the critical technology. Second, a transformation approach between graphical data and AutoCAD drawings based on ObjectARX is researched, exploring the strcutre of AutoCAD graphical database, how to connecting to outer database, extracting the data from drawings and plot drawings using the data from outer database. Then on the basis of these researches, an assistant means of designing EOSID procedures is developed which designs a SQL Sever database for all airports, runways and obstacles to automatically place the runways and draw obstacles. And then, this paper develops a module to select intended track and plot clearance area automatically according related criterions.This paper provides some reference for designing EOSID, aiming to raise safety as well as economy for airlines.At the end of this paper, it pus forward an issue of generating EOSID path automatically based on3D terrain data such as SRTM digital elevation data, which will become a research focus of designing EOSID procedure in the future.
