It is necessary to build a powerful navy to safeguard maritime rights and interests of the motherland’s sovereignty and territorial waters for the sake of the vast ocean area and the narrow coastline of China.As the ship commander who perform damage control mission, the decisions they made mainly are affected by the following three aspects First, the complexity of the factors disasters Followed by time constraints. Battle of the process, after the ship was attacked weapons destruction will be very fast. Such as water and fire, within minutes, it is entirely possible disaster spread to neighboring regions, resulting in the vicinity of water or fire compartments Finally, cognitive limitations are also an important factor in causing the crew having more difficulty making a correct risk assessment.This article is intended to provide reference for the grassroots fleet in damage control action, so, this paper focuses on the ship’s both fire and water damage properties.The second part, from the perspective of fire types, characteristics, the paper studies and analyzes the accident the ship around the world. Combined with their own work, proposes the principles of ship fire and rescue methods; summarizes the researches in the field of fire protection achievements made tactical ship fire fighting measures and the application of the mechanism in the process. And fuzzy theory to calculate the probability of fire compartments, the measures proposed controllable fire.Based on damage stability calculations, in the context of anti-sinking, summarizes the principles and proposed anti-sinking and righting measures for the rescue ship after damage analysis and calculation.Finally, introduces the role of human factors in damaged ship tubes with the actual work proposed to overcome the adverse human factors in damage control methods and measures.
