The safety of sailing is always a huge problem in maritime field. But80%maritime accidents were caused by people’s wrong operations. Nowadays, people have realized sailors’ operations have a connection with the safety of sailing. More and more scientists put their hands to make a study of people’s operation when they are sailing on the sea. But because of the late starting and low level study, many things are still gaps.With the social development, the transportation of internal navigation and.inward&outward port will become more and more important in our country. In this case, ships will transport in inward flowing river more often than before. The safety of the whole process is now considered frequently. But people stay less focus on influence of human elements. The main theme of this paper is analyzing how human elements make negative influences on maritime accidents of whole process. And the result will help us come up with related means to make maritime accidents happen fewer in the future.Based on the existing models and sorts of human errors in the maritime field, a human error model for this study is built in this paper. And the way of information processing is divided into three parts:perception, judgment&decision and action. Human may make errors in each part. In addition, a classification of human elements is given in this paper, according to human errors and other elements’affections to them in the same system. Based on the sorts and definitions in several maritime accidents, many written accident investigation reports are collected to analyze the human element datasets.After using the existing models and sorts built in this paper and collecting the human elements datasets, the paper analyzes the human elements datasets by using math knowledge. Grey Relational Analysis (GRA) is used to identify several high connections between human and maritime accidents. And analytical method of association rules in the data mining (DM) is used to identify the connections between the errors and the influence elements.Also, this paper has built a calculation model of human reliability which fits this study well by analyzing and learning the main method of human reliability methodological. Through calculating the living examples, the process of human reliability quantization results in the internal navigation accidents is demonstrated. By sensitivity analysis, several important influence elements are found and some improvement suggestions are presented in the paper. The paper has made a deep research in the field of human reliability quantization results in the internal navigation accidents and realized the quantitative calculation of analysis of human reliability. The paper has some certain practical value and does a meaningful try to push forward the study of human elements in the maritime field.
