Research On Countermeasures Of Henan Province Expressway Management

The fast construction and improvement of expressway networks have an important strategic significance to the development of politics, economy, society and national defense construction. The further development and improvement of expressways also make the construction and management of expressways present the diversified appearance. However, there is neither a unified mode in the management of China’s domestic expressway, nor among the different provinces. And each province adopted the different management mode during the different historical stage. The expressway management systems of Henan Province went through the different evolution processes and developing statuses accompanied with the development of its economy and culture. Combined with the current situation of the construction and operation management of expressways of Henan Province, and taking the expressway management experiences from domestic and abroad for reference and enlightenment, and applying the administrative theories, this paper gives a comprehensive analysis and research to the separation between construction and management, the diversity of the main body of management, the unreasonable institution setting, and the duplicate law enforcement, etc., and try to design a set of scientific and effective management system of expressway suiting for the actual situation in Henan Province.This paper includes six chapters:Chapter OneThis part is an introduction part,, and mainly explains the research background and significance, the research status at home and abroad, research methods and the structure of this thesis.Chapter TwoThis part introduces the concerned concepts and theoretical basis of the expressway management policy, which mainly includes the new public management theory and new public service theory.Chapter ThreeThis part discusses the feasibility and necessity of strengthening the management of expressways in Henan Province.Chapter Four This part analyzes the current situation of the management of expressways in Henan Province firstly, and on this basis, expounds the problems existing in the management of expressway in Henan Province, and analyzes the causes of the problems.Chapter FiveThis part introduces the experience and reference of the expressway management from the overseas and the other domestic provinces, respectively discusses the domestic and overseas expressway management experiences, and the enlightenments to the expressway development of Henan Province.Chapter SixThis part gives the countermeasures and suggestions to improve the expressway management in Henan Province, and puts forward four specific solution measures.Chapter SevenThis is the conclusion part, it offers the general overview and discuss on the countermeasures of Henan Province expressway management.
