The shortage of water become the most important factor to developmentof economy and society for many countries in nowadays world.The construction ofwater conservancy and hydropower engineering is an effective means of rationalutilization of water resources.The determination of the normal storage level in theprocess of reservoir construction is a necessary and important topic.In this paper, based on the flood resources, through the multi-objectivedecision-making and fuzzy comprehensive evaluation method to confirm thereservoir normal storage level.Work is as follows.1. Make sure the index system of the reservoir normal storage level.By analyzing the main factors affecting the reservoir storage level, combined withthe actual situation to make sure the situation of influence evaluation for normalwater level, the reservoir normal storage level evaluation index system ofinfluencing factors is established.2. To quantify and applies dimensionless method to the factor for normal waterlevel. In this paper, the calculation method of evaluation method is trapezoidal fuzzynumber. Looked for the experts related to the various influence factors of the normalstorage level and get the results of assessment for the factors influencing theevaluation. So gotten qualitative index data objective, authentic, reliable,then wecan carries on the quantitative processing. The processing result is more reliability.For quantitative indicators can be expressed in numerical, it is oftenexist inconsistent indicators and numerical problems. Firstly,the article determinethe type of each influence factor, respectively defined as the efficiency index, costindex, fixed index, range indicator and so on. By interpolation method ofquantitative indicators dimensionless normalized processing and get dimensionaldata.3.Combined with analytic hierarchy process and gray relation method tocalculate the comprehensive weights, Which embodies the subjective experienceand knowledge accumulation of experts that affecting the weight of judgment ormanifests the subjectivity of the decision makers; And from the perspective ofobjective to judge the size of the weights, reflect the influence of weight by the objective law. combined with the subjective values and the perspective ofobjective, Overcome the one-sidedness of weight calculation, It Is a kind of higherreliability, more accurate method of calculating weight.4. Make sure the reservoir normal storage level by the multi-objectivedecision-making method is put forward. In this paper, used the improvedmulti-objective decision-making method to make sure the reservoir normal storagelevel. Combined with the traditional fuzzy evaluation and TOPSIS method to getthe results by weighted average from fuzzy evaluation and TOPSIS method. Thismethod alleviate the poor of reliability about evaluation results of traditional fuzzyevaluation, and from two aspects to prove the validity of the results, the decisionresults easier to convince people and have a higher reliability. This paper introducesthe fuzzy comprehensive evaluation to choose in the reservoir normal storage level.Constructing goal difference rate matrix, using scientific method to calculatemembership, increase reliability decision result.5. It used the multi-objective fuzzy decision fuzzy comprehensive evaluationmethod to make sure the normal storage level of reservoir optimum for of a largereservoir. By looking for the size of the each influence factors under normal storagelevel scheme, use the trapezoidal fuzzy numbers evaluation method to proceedcalculation,we also use analytic hierarchy process and correlation methodto calculate weight comprehensive,using the improved multi-objective fuzzydecision to make a evaluation and fuzzy comprehensive evaluation get the optimalscheme of the normal storage level.
