However, it gradually has appearedsome problem like "repeat construction","powerless", and "stagnation development",etc. Personages ofvarious circles of society and experts and scholars are exploring settlement: one of method is that bymeas of "series points into line, line with surface, overall advance" to form beautiful village jointdevelopment of road----"beautiful rural top line". It will organically connect with "boutique" village andintegrated of development axis. It will promote country to use and show village resources, and promoteprimary, secondary and tertiary industries to fusion development, and promote to foster new industryby "top line". it joint played an important role as rural agricultural sightseeing, leisure sports, and healthendowment etc. By then, it will consolidate the construction results of beautiful village and promote thecountry to construct in an orderly manner, integrally, systematically, scientifically and accelerate localsocial, economic, culture development and integrated development of urban and rural areas.However, in the process of construction, there are some problems about direction deviation, blinddevelopment, waste of resources etc. So the author will focus on research and analysis from a planningperspective, and expect to provide some model thoughts for top line construction in future.Through studies and analysis of the historical development path on beautiful village, basictheoretical, cases at home and abroad, questionnaires, field investigations, AHP method as well as theparticipants of actual project, creating the planning and design theory system of the beautiful rural topline, corresponding research results are as follows:1. Construct the planning and design theory of the beautiful rural top line, including the concept oftop line, resource assessment, the layout and structure of planning and design, characteristics,classification, the significance and principle, the content system of top line.2. Construct the development model of top line, including natural and geographic topic, industrialand economic topic, historic and cultural topic, people’s modern livelihood topic as well as integratedassessment models.3. Research on the planning and design tactics of beautiful rural top line, combine with the actualcase in xiuzhou, Jiaxing, to provide some tactice about construction of top point, transport system,landscape, facilities, industrial development direction and measures to safeguard mechanism from all levels of top line.4.
