Nowadays, creating a peninsula blue economic zone has become a national strategy to promote Shandong conomic development. At the same time, the west coast of Qingdao has updated to national economical zone. In the context of this new era, Qingdao DongJiakou port is booming at an unprecedented speed.On March1st,2009, The Country officially approved the document file of "planning on Dongjiakou port" and located Dongjiakou port the important part of national hub port of Qingdao. The planning area of Dongjiakou port is60.2square kilometers, with35.3kilometres of frontage,112berths, as well as-20metres of channel depth. With the full-scale construction of Qingdao Dongjiakou port, vessel traffic safety risk has been gradually increased, which enhanced the level of maritime supervision and service to higher requirementsIn this article, we used the the method of multilevel fuzzy to evaluate the factors that affect the transport safety such as existing port navigation condition, traffic condition and so on, then make comprehensive assessment. According to the analytic hierarchy process (AHP) to determine the evaluation indexes and the weight, we used the mathematical model of fuzzy comprehensive evaluation to evaluate the security of the port.We made waters navigation safety assessment of Dongjiakou port, revealed the waters navigation safety condition on the whole reflects. These research would provide reference for maritime safety supervision work in the port construction.
