Research On Forensics System For Maritime Investigation

In recent years, our country has strengthened the construction of national maritime supervision platform, in order to fulfill the protection of the marine rights and interests, and to deal with maritime accidents. In the maritime patrol and law enforcement power construction, some new large-tonnage cruise ship for law enforcement are built, so as some new navigation equipments. The maritime cruise ability has greatly improved, but there are also several specific problems to be dealt with. For example, marine equipments have large gap, the overall informatization level is relatively low. At present, forensics system for maritime investigation is a basics means to investigate and handle maritime traffic accidents, or monitor sea pollution for MSA. This paper mainly studies how to use the COTS to complete the investigation task for the small and medium-sized maritime patrol boats, and how to establish communication between maritime patrol boats and shore-based monitoring centers. This could improve the informatization level of maritime equipments, so as the efficiency of maritime patrol and law enforcement. This also will fill the application blank of maritime investigation system in small and medium-sized maritime patrol boats.Firstly, it introduces the present situation of maritime supervision, and the technology research on COTS. Combined with the actual maritime patrol experience, it has carried on the system requirements analysis and function design, and completed the overall design of the system. The system is divided into photoelectric investigation and evidence collection subsystem and wireless video transmission subsystem, the two subsystems are designed in detail, at last the system prototype machine has been finished. The field test results have met the design requirements. On the base of the research results which have been completed, we put forward the research focus and plan in the future.
