Wind Power is one kind of clean and safe natural energy with a huge storage.Nowadays the increasing reduction of fossil energy and worse environment pollutionsituation drive all the countries in the word to place great significance on theexploitation and utilization of the clean and renewable energy. Compared with otherclean energy, wind power has been at a premium to most country governments with ashort construction period, flexible investment, few land occupation and goodeconomic and social benefit as well. Therefore, wind power has achieved a rapiddevelopment. Especially at present, environment deterioration and increasingDust-haze days over the world have led to the common ground that it is time toreduce the fossil energy consumption and to promote the development of wind poweras a clean energy. The clean energy development comes into a climax represented bywind power. Based on “Three-North” areas, Wind power development has beenextended the south of China. China southern area also becomes a competition placefor wind power investors.With a rapid development of wind power, there is an increasing competitionbetween companies in wind power industrial. As a result, the cost of wind powergeneration changes fairly much. It definitely brings influence to the comprehensiveoperation profit after the wind power project is put into operation. Cost control ofwind power project will contribute to the accomplishment of cost target andenhancement of enterprise management, and will finally increase the comprehensiveoperation profit of the enterprise. The profit of wind power project usually dependson the following figures, such as wind farm annual generation hours, power tariff andproject cost. With the tariff unchanged, there are two methods normally adopted toincrease the wind power project profit significantly. One is to choose a wind farmwith rich wind resource, and to carry out the optimization of wind turbinesmicro-location and wind turbine type as well in compliance with the wind resource, in order to utilize the wind ultimately for a higher annual generation hour. The othermethod is to control the cost of wind power project furtherly by the optimization onall aspects of civil works, electric, project land acquisition and constructionorganization,so far as the project safety and quality can be guaranteed. In comparisonto those wind power projects in “Three North” area, there are lower speed wind, moremountains and woods, and higher cost of construction in the south of China, therefore,it is very important to control the project cost effectively for higher project profit.The cost control solutions are provided in the article for the designing,procurement and construction of Datang Laian Longshan Wind Power Project byanalyzing the current situation of the project cost control and problems. Meanwhile,the article makes a discussion regarding the organization structure, regulation systembuilding and human resources security as well for the project. Finally it aims at thewhole cost control target accomplishment of Datang Laian Longshan Wind PowerProject, and on another hand, reference might be made to the similar wind powerproject in southern mountain area.The project cost has been effectively controlled by the way of carrying out thecost management and optimization through the whole process construction of DatangLaian wind power project. The financial settlement shows that the project costreduced RMB14.92million yuan with a decline in3.9%.As a result, the wind projectwas executed sound and rapidly with its cost reduced seriously and a higherinvestment gaining rate.
