With the developing of PV industry, certificate to PV have very important significance. It can improve the quality of PV product, and can be accepted widely. Therefore, PV standard and measurement need be completed. PV study and technology are growing day by day, which means certificate standards should follow the development of PV technology. The energy performance is the key of PV module. However, PV module output is measured by according to STC(25℃, AM1.5G,1000W/m2) required by IEC61215. With the only measurement condition, we cannot analyze performance comprehensively. Because the various of temperature, irradiance, spectrum distribution, and angle of irradiance, have influence on PV module. When PV modules operate outdoors, weather condition is not reach STC. Especially in the low irradiance, the performance decrease quickly.In order to analyze the output under different conditions, IEC(The International Electrotechnical Commission) has set up a new standard---IEC61853, which requires the performance measurement under different temperature, irradiance, spectrum distribution, and angle of irradiance. Certificate authority in China has not established the measurement system, this study research on measurement methods per IEC61853:(1) Establish measurement system for IEC61853-1and IEC61853-2, including different irradiance conditions (150W/m2,200W/m2,400W/m2,600W/m2,800W/m2,1000W/m2,1100W/m2), temperature conditions (15℃,25℃,50℃,75℃), angle of irradiance, spectrum distribution, solar simulator measurement system, and measurement system outdoors.(2) Determine measurement methods for IEC61853-1and IEC61853-2. Measure PV module performance under15℃~75℃,100-1100W/m2conditions with transient solar simulator and steady state solar simulator. Measure PV module performance and spectral response under0°~70°with Spectrometer cosine characteristics test equipment. And also measure PV module outdoors under different conditions mentioned above, and give specific requirement to specific location.(3) Establish metrology traceability. This study use DSR to establish metrology traceability to calibrate the standard cell. In this way, the measurement result can be traced to SI. Measure the PV module and get data result under different temperature, irradiance, spectrum distribution, and angle of irradiance indoors and outdoors. Observe and analyze how these conditions influence PV modules.
