With the rapid economic development and improve people’s living standards, urban road traffic pressure getting bigger, the gridlock and environment pollution has been a conspicuous problem, reasonable and effective control signal is effective way to ease gridlock and reduce the pollution. Therefore, it is necessary to optimize signal control strategy, enhance management level and improve intersection quality under the existing road condition.Intersection usually timed control, but because of the random of traffic flow, timed control can’t good deal of traffic intersections. Therefore, this paper take traffic signal fuzzy control, established and analyzed fuzzy control strategy, this method takes the efficiency and pollution as the control target, vehicle delay and CO emission considered the signal control evaluation, in order to determine the phase of the switching and green allocate time, this method takes into account the factors of vehicles queue length and emission every phase. Finally, simulation and verification the effectiveness of this control strategy.Development of public transport is an important means to ease traffic problems, bus priority to ease urban traffic problems of importance. Based on it, passive and active bus priority strategies are designed to bus priority and emission. Passive strategy is based on signal optimization model, a reasonable allocation of green time according to green assignment principle; Active strategy is based on signal fuzzy control, added to queue strength judge module, achieve bus priority. Finally, analysis of the effect of two control strategy.In order to simulate the actual operation of the intersection and analysis of the effect of different control strategies, traffic delay, CO and people delay are selected from traffic efficiency, pollution and transportation equity, and evaluation each strategy by fuzzy comprehensive evaluation. Then the simulation and evaluation system for intersection is designed through VB and VIS SIM, achieve interface design, simulation and control strategy application. Last, analysis and comparison the effect of each control strategy.
