Island dispute exists throughout the world in modern times. So a modern naval battle could erupt at any time. Countries need to invest a lot of manpower, material and financial resources in modern naval warfare. Military force alone is difficult to meet the needs of war, while civilian ship has a large military potential, so every ocean power makes civilian ship mobilization as an important means of adding transport and firepower during the war. Optimization of selecting ships to convert and ship reasonable conversion are the two core of civilian ship mobilization. Optimization of selecting ships to convert refers to selecting the most appropriate ship from numerous ships that meet conversion task. Ship reasonable conversion refers to convert ship using the most reasonable method. It is selecting the best conversion project from some conversion projects. Optimization of selecting ships to convert and ship reasonable conversion determine the war in a sense. So it is an important issue for every ocean power that how quickly and effectively to complete the mobilization of civilian ships.Based on the experience of every ocean power, combining the development trend of civilian ship mobilization, the paper has studied two core work of civilian ship mobilization. The main research contents of the paper are as follows:(1) Civilian ship mobilization has been introduced in detail. The paper summarizes the research status of civilian ship mobilization at home and abroad and its development trend.(2) The civilian ships have been sorted based on clustering analysis, the ship that performance is similar has been divided into one class. Requirements and principles of ship wartime conversion have been raised and ship conversion potential library has been built by conversion task matching with ship type. Optimization of selecting ships to convert based on the summation of relative difference has been raised on the basis of ship class library and ship conversion potential library.(3) The thought of building ship conversion method library has been put forward, ship conversion method library is ship conversion potential library added conversion method. Ship conversion project set generated based on the ship conversion method library. Five project evaluation indicators have been raised, they are conversion time, stability, velocity, task achievement and economical efficiency, their computing methods have also put forward. The paper has studied optimization of selecting ship conversion project based on fuzzy comprehensive evaluation.(4) A system named evaluation system of ship conversion project is developed by using visual studio2010, Microsoft SQL Server2005and MATLAB. Preliminary informatization and standardization of civilian ship mobilization comes true and the example of converting container ship to dry goods supply ship has verified the feasibility of the system.
