"Safer shipping,cleaner ocean" is the goal always pursued by the shipping field, and also,which is the need of human sustainable development.Following the economy booming all over the world,the demand for oil is increasing with the oil pollution to the sea becoming more and more serious.Presently,numerous international and national oil pollution prevention codes have played very important roles in preventing the pollutin from ships to the sea.However,generally speaking,since the very beginning,the shipping companies and the seafarers of China have paid more attention to the safety rather than the environment protection,resulting in oil pollution accidents from ships occurring frequently.With regard to protecting the sea areas of China from oily water pollution,this thesis has done the following researches:Firstly,this thesis analyses all kinds of international and national codes of oil pollution prevention,investigating the discharge actuality of oily water from ships in Chinese sea areas,finding out the manners of illegal discharge,and then establishes the assessment system of the oily water discharge actuality.Secondly,this thesis introduces FMEA method,and analyses the actuality of oily water discharge from ships in Chinese sea areas.Specifies the boundary before actualizing FMEA,listing FMEA tables,and gains relevant values by investigating relative experts,and then figures out the RPN values for every failure modes,so as to get the sequence of the criticality of each failure.Thirdly,this thesis introduces the methods of Fuzzy Comprehensive Evaluation and Analytic Hierarchy Process in detail,transforming the investigation values to fuzzy matrixes relative to every failure modes,by Fuzzy Comprehensive Evaluation method, and gets the weight distribution of every failure mode by Analytic Hierarchy Process method.Accordingly,it assesses the overall system in precise.In order to make the assessment more clearly,this thesis anti-fuzzes the results and points out the safety rank of the oily water discharge system in Chinese sea areas.Finally,this thesis makes the conclusion that the actuality of oily water discharge from ships in Chinese sea areas is not very satisfying,which is very consistent with the actual investigation result.According to the actuality,this thesis gives out some advice about the control of oily water discharge problems,for the administration, shipping companies,and seafarers.
