At present, the State Grid Corporation of China is promoting a power grid development strategy, namely "a special with four big", which is based on large-scale energy base, constructs the uhv grid, realizes the intensidied development of big coal power, big hydropower, big nuclear power and large-scale renewable energy base, all which are aiming at achieving optimal allocation of resources across the country. While the large-scale pumped storage power station, as the most economic, reliable and mature technology with long life cycle, large capacity of energy storage devices at the electric power system, is playing a key role at the safe operation of the power system, especially on stronging the stability of smart grid.In order to complete the pumping-power generation cycle, there are usually two reservoirs in the pumped storage power station, called upper storage reservoir and lower storage reservoir. However, as we know, the reservoir is always built on the top of the hill with a broad damming openings, and the geological conditions is usually poor in general, so the earth and rockfill dam, especially concrete face rockfill dam, becomes a priority selection of dam type because of its advantage on high mechanization degree, short construction period, saving investment, and adaptability to tterrain and geological conditions.After "5.12WenChuan earthquake", people pay more attentions to the dam’s seismic safety. As CFRD (conterte face rockfill dam) is almost filled with an aggregate of loose particles, the panel structure may be squeezed, dislocated and emptied under the seismic action, the pile structure may even be collapsed and sunk, which will affecte the seismic safety of CFRD. Thus, the dam seismic evaluation is becoming an important content of the design of CFRD. At present, the seismic design, based on performance, has been great progress in the field of civil engineering. While the premise of seismic performance design, based on performance, is accurately predicting on the permanent deformation under the action of earthquake.This paper, first of all, gives a3D finite element analysis about static and dynamic, as well as the dam dynamic characteristics and seismic response, contraposing the CFRD of lower storage reservoir in ShanXi ZhenAn pumped-storage power station. What’s more, on this basis, the paper also combines the relationship, made by IWHR, between dynamic stress and residual strain of the rockfill dam material, with the method of equivalent nodal force to analyze the distribution of seismic permanent deformation, etc.Secondly, this paper discusses the dynamic response of the dam under different maximum dynamic shear modulus and different selections between attenuation curve of dynamic shear modulus ratio and growth curve of damping ratio. On this basis, it also studys the influence of dynamic parameters on eigenvalues and distribution rules of seismic permanent deformation, and gains the rule of permanent deformation under the change of seismic parameters.
