Therefore, the drilling engineering work must be carried out in the wide, deep and harsh ocean. During the drilling and exploring the oil and gas resources in the ocean, hundreds of tons of drilling equipment have to be enough supported and placed in the space, as well as the living quarters have to be accommodated accordingly, marine operation systems also to be arranged on the rigs, all of the functional requirement determine the complexity of structures layout of offshore drilling rigs, the long duration of constructing one rig, and the increase on the risk of investment control of construction on the offshore drilling rigs.Normally, the investment on construction of offshore drilling rigs are very huge, which will be cost from US$300million to US$500million and some special rigs even reached US$1billion; the project duration from the feasibility analysis to the delivery needs30months to48months or even longer. Efficient control of investment risk and investment funds on construction of offshore drilling rigs has become the main topic of the owners of offshore drilling rigs.Based on learning and study to the theory of whole process investment control of construction project, this thesis tries to study the whole process control of construction project and utilize the theories on the construction projects of offshore drilling rigs. Means the whole process of construction of offshore drilling rigs is built into the whole process investment control of construction project theory, including the project investment decision stage, design preparation stage, design stage. biding stage, construction stage and maintenance operation stage. The investment control will run through all of construction stages, and ensure project cost will be under control for each stage. The whole process investment control content will include all the costs and expenses of each phase of the construction project involved. Meanwhile, the operating expenses during project warranty period will be regarded as one of the most important factors which will be involve in the implementation of the project investment control.
