Since the beginning of the21st century, economic development has become closely related to energy development. As one of the main energy sources of the nation, electric power has already become an indispensable support for the nation’s development and people’s life, with investment increasing in power generation, transmission and distribution projects. Being an important area in Northeast China, Liaoning is relatively weak in its power grid construction. During the12th "Five-year Plan" period, the main structure of Liaoning power grid was already established, with the EHV500kV grid as the main grid and the220kV grid as the supplement. This multi-level power engineering structure supplies power to businesses and citizens, thus fuelling the economic development of the nation. On the other hand, this complex power structure brings difficulty to its quality control. The safety of power engineering projects relies heavily on the reliability and stability of the grid. Therefore, it is quite necessary to find out practical methods for quality control and safety control in power engineering projects.The next few years, the China State Grid Corp of power grid construction will still maintain a larger scale development, the status and role of the power transmission project construction supervision work is more important, is the current and future power grid construction a indispensable important strength. China State Grid Corp has long attached great importance to the supervision work, however, face the same and the national engineering construction supervision industry, supervision team construction and China State Grid Corp also face some specific problems and difficulties. One is the personnel structure is irrational, the proportion of official staff supervision enterprises is low, and too many staff, retired retired worker side, older age, evidence of the difficulties, but the social recruitment staff lack a sense of belonging, mobility, with all kinds of registered qualification personnel proportion is low. Two is the quality supervision work still can not fully meet the requirements of power grid construction. Because the supervision units backbone personnel shortages, front-line personnel qualification is low and other reasons, the supervision unit to perform on-site management responsibilities in general is not in place, especially the safety and quality control in the deficiencies, especially the site safety management issues is particularly prominent. Because the site supervision is not in place, the power grid construction appeared a lot of safety and quality problems in recent years:not to send electricity appeared quality problem, on-site rework, cause the power supply and power delay plans, safety measures are not in place, casualties, to stop the project. Solutions to these problems are fully exposed the power supervision industry also need to strengthen the safety control and quality control efforts and project management.This paper referred to electric power engineering construction project in the supervision of the status quo, through to the electric power supervision experience and lessons for ten years, the electric power supervision problems combined with the engineering practice to carry on the reason analysis, and carried on the research, put forward specific improvement measures.Substation construction is a key part of the grid development. In this thesis, the66kV Transfer Substation project is used as an example to analyze the quality and safety control problems in civil engineering projects of transformer substation construction. In the civil engineering projects of transformer substation construction, the quality control usually involves in reconnaissance, supervision, and actual construction. Around these phases the quality control problems are thoroughly analyzed in this thesis. Following the problem analysis, the management tactics to improve quality and safety control in transformer substation construction are correspondingly discussed in detail. Through site practice, using the control measures to’ improve the management, so that after the completion of the project to achieve satisfactory effect on engineering management. To summarize a set of measures for safety and quality control of the integrity of the project, to be promoted and after power projects in construction engineering supervision.
