Heavy haul railway has entered a rapid development period in China. Shuohuang Company urgently needs to transfer the mode of trains operating organization in order to meet demands of secure transportation in the early and mid and reserve required facilities and construction for development in the long-term. Considering the huge cost of transformation of mode and high requirement of technical conditions, it must be a prudent attitude for Shuohuang railway which belongs to heavy haul railway to take finally which scheme of trains operating organization. It is very necessary to analyze and evaluate scientifically the rationality of schemes of trains operating organization.In view of this, the paper presents the model and method of simulation and evaluation on schemes of trains operating organization for Shuohuang railway based on RailSys.Firstly, analyze the influence factors of transport capacity of Shuohuang railway, including the signal mode of line, interlocking equipment of station and routing formats which are influence factors of passing capacity and the number of marshalling trains and quota tonnage of coaches which are influence factors of carrying capacity. Through the analysis of influence factors of transport capacity, give a calculation model of transport capacity, and then, determine the elements of schemes of trains operating organization, which includes the blocking mode of section, interlocking mode of station, routing formats of operating train, marshalling type of train, quota type of coach and operating scheme of trains.Secondly, set up schemes of trains operating organization for Shuohuang railway with the above factors into the comprehensive constraint conditions. Utilize the RailSys platform to simulate the infrastructure of railway network and operating property of trains of Shuohuang railway. In the RailSys platform, input respectively parameters of infrastructure and operating trains of organization schemes, inspect and adjust conflicts of trains of various schemes, output capacity utilization of line by UIC406standard and punctuality rate of operating trains by experiment of trains interference, simulate and evaluate the output indexes of various schemes and choose reasonable schemes of trains operating organization. Finally, apply the above output indexes of various reasonable schemes as schemes selected to the evaluation index system based on the simulation results of RailSys modeling platform. The system includes three parts of reconstruction expenses base on the blocking, interlocking and routing facilities, purchase expenses base on the locomotive equipment, coach equipment and marshalling train, railway transportation effect base on the freight volume of system, capacity utilization of line and punctuality rate of operating trains. Then, utilize the decision-making model of fuzzy multiple properties to make comprehensive evaluation and analysis in the index system for reference, calculate the values of comprehensive utility and reasonable degree and judge the optimum scheme which is from various reasonable schemes of trains operating organization for Shuohuang railway.
