Entering the new century, in the industrial transfer to inland deep advance and continue to reduce the background of manufacturing value added to accelerate the development of the tertiary industry, especially the modern service industry has become an inevitable choice for urban development. The city’s central business district as a spatial carrier of modern service industry, with significant economies of scale and spillover effects, is conducive to the rapid development of urban economy, increasingly attracted academic attention. At the same time, with the deepening links urban and regional environment and the global economy, the development trend of urban economy far beyond the city’s own decision-making and control. Fluctuations in the global economy, the region adjacent to rise even major infrastructure development of the city as the city adds more uncertainty.
