In recent years, the development of high-speed railway in our country is very rapidly, it is estimated that by2020, the operation length of railway will reach100,000kilometers. Now, China railway business total mileage has already reached91,000kilometers, the high railway total has reached7000kilometers, and the maximum railway operation speed once approached400km/h. That puts forward a few of higher requirements in safety and comfort of railway track. High speed, safety and comfort has become three important elements which can make high-speed railway into reality. Is the so-called the railway can not be called high-speed railway when short of anyone of them. Above all, with a large number of high speed railway built and put into use, maintenance become one of the difficult work.Railway inspection instrument is a special instrument which engages in detecting the railway smooth statically. The amplitude of the data which the existing track inspection test has high accuracy when it is used to do space time signal measurement. But the general time resolution ratio is not all encompassing enough for the need of measuring accuracy of the ballastless track. Existing track inspection uses the mileage which the inspection gets as the independent variable to describe the track geometry of the railway. Because of the Mileage error, the mileage between the overrun premises stamps and actual mileage may have a long distance in the long distance measurement if we sign the overrun premises stamps by mileage, so that will be difficult to locate overrun position accurately. That requires that static detecting is not only content with the demand of measurement accuracy about the amplitude of unsmoothness, it also need to have higher overrun place of the positioning ability. The traditional measuring technology of long distance measurement in mileage has a larger accumulative error, it is the primary reason to make overrun position location accurately difficulty. Above all, in order to resolve the problem about how to locate the overrun position accurately, it is very crucial to eliminate accumulated error of mileage in the process of measurement.Except that, the inspection can’t meet the maintenance requirements of ballastless track about adjusting the rails by sleeper. According to the existing track inspection instrument couldn’t driven pillow measurement, and the problem of large mileage error, this paper a variety of solutions, and each scheme were analyzed carefully, then I compare the choose one among all of them. At last, the paper proposes a scientific scheme and gives the process of the detailed design and experiment. The system locate the sleeper through hardware by means of sensing technology, electronic technology, and SCM technology, eliminate the accumulated error of mileage effectively, locate the overrun parts of the track accurately, and through repeated improvements and experiments, system deal with omission recognitions and misrecognitions of the sleeper under special circumstances effectively, achieve encouraging results of sleeper recognition rate of100%. Besides, the research also improves the function of the way of communication. Proved by the experiment, the system can be reliable working and positioning rail overrun place accurately without mileage error, that make China railway track inspection technology a great step forward.
