With the development of maritime economy, the vessel traffic flow is increasing rapidly and marine traffic situation is becoming more and more complex, which leads to harmful influences and difficalty on the communication order and traffic organization. How to deal with the challenges faced by VTS, grasp the key sources of risk, and optimize security management become a serious problem.What are the risks and how to reduce the risk is equally important for us.We need to identify risk factors,to understand the degree of risk, to find solutions,to improve the safety level, to enhance the VTS regulatory capacity and to ensure the safety of vessel traffic.That has important significance.Based on statistics and analysis of data, to get the law streams and accident trends in Tianjin VTS area, summarized the main risk factors.The PAWSA risk analysis method is applied to Tianjin VTS areas. It is necessary to study PAWSA in Tianjin VTS waters for risk identification, analysis, and summary and knowing risk level of each VTS partitions exist.Through risk assessment, the safety recommendations and measures are effective, so that new supervision mode of Tianjin VTS and its regionalization is founded.The practice in Tianjin port indicates that reginalization is the most effective approach to seperate VHF communication and strengthening coordinated management among subareas.
