| With the development of modern logistics industry, the existing rail transport organization has not been able to meet the needs of social development, the mode of operation, the business philosophy has lagged behind the pace of development of modern logistics. In this paper, we analysis the need for reform of Railway Freight from four points of economy, source of goods, the development trend of modern logistics and community services. And we analysis the significance of grassroots level railway stations freight organization optimization and innovation from a point of railway freight logistics.In this paper, based on the background of reform of railway freight transportation organization, according to the practice of Suihua Railway section of Harbin Railway Administration, Author studied on the freight transportation organization optimization and innovation practice of railway freight reform, and the concrete work is as follows.Firstly, the railway reform process and current freight operating situation in the developed countries are analyzed. It reviews the current research both at home and abroad from such the following aspects as the separation of the network and transportation, the logistic operation mode of rail freight and freight reform.Secondly, through the innovating of implementation model of products, optimizing the whole-process logistics service, updating marketing ideas and building up a flexible transportation rates system, the article summarizes and analyzed freight reform practice of Harbin Railway Administration and its achievements, which provides great support for the follow-up optimization of freight organization of base stations and research on the innovation practice.Thirdly, based on the basic principles of organization design and the analysis of insufficiency of freight organization before freight reform, in combination with freight reform practice in Suihua Depot of Harbin Railway Administration, we optimize the design of base stations organization structure and rebuild up the freight service process to adapt to the development of logistics of rail freight.Fourthly, the innovation practice methods of base stations freight organization are put forward by developing the freight specialty and organization mode of freight and loading and unloading, etc.Fifthly, by analyzing the advantages and limitations of Self-run logistics and logistics alliance, basing on the capability of rail freight operation and demands of rail freight logistics, we provide the implantation approach of logistics operating mode of rail freight and determine on the selection method of transition point between logistics alliance and self-run logistics with fuzzy analytical hierarchy process.At last, we put forward the information construction idea of rail freight directing at two periods of self-run logistics and logistics alliance of rail freight. At the same time, by adopting the disequilibrium theory of transport supply and demand and the theory of price elasticity of demand, we analyze the forming mechanisms of rail freight, put forward the plan on freight rates of floating rate and special circular rate and give measures to safeguard the freight reform. |
