Research On The Cost Of The Teaching Building Project

In recent years, the development of China’s higher education is vigorous and the state also continue to increase the investment in infrastructure of universities. At the same time, the better school condition are required. In this context, although the momentum of infrastructure projects is good, there are still some problems, especially for the issue of college project cost. Therefore, how to control and manage the cost of infrastructure projects efficiently is particularly important. This is the practical problems faced by colleges and universities in the future.At present, the basic construction project cost control research based on the situation, the teaching building in Shaanxi Railway Institute 2# project as an example, the characteristics of the whole process of decision making, cost control theory to the teaching building project design, implementation and completion and acceptance of each stage in detail, according to the focus of each phase of the cost control, the practical cost control measures and methods in cost control of each stage of the project, the research obtained the following main conclusions:(1) the investment decision-making stage: the decision-making process of teaching building project is involved in many subjects, the decision-making process is complex and not for profit target characteristics, should make full investigations and studies, based on the number of students to reasonably determine the construction scale and construction standards, estimate method to determine investment estimation using scientific investment, the overall project cost control is to determine the reasonable target.(2) the design stage: teaching building design project with the structural safety and fire prevention requirements, reasonable layout, traffic and evacuation space is sufficient and good ventilation and lighting and other characteristics, it should adopt the design units in the selection of outstanding design bidding system, using the value engineering design optimization, the full implementation of the quota design and strengthening the professional construction drawings and design review, in order to obtain the excellent design.(3) the implementation stage: the teaching building has higher requirements on the quality of the implementation phase of construction, time tight, on-site civilized construction requirements of strict and variable factors, should strengthen the construction progress payment control, engineering change control, material price information management, site visa management, strict prevention and treatment expenses claim, to strengthen the project cost dynamic control.(4) the completion acceptance stage: the completion acceptance stage of acceptance of completion settlement audit procedures, strict requirements on the content characteristics, through the establishment of "three stage audit division" system, active use of the bidding system selection, carefully check the completion settlement audit materials, carefully verify the engineering quantity, strictly examine the material price and fee standards check the site visa, and the establishment of settlement files and other measures and methods, so that the project cost control in the reasonable scope.
