With the increasingly complex of electric power network structure and increasingly large-scale of power scale, the traditional manual experience has been unable to completely control the scheduling and control of the grid. In order to adapt to this change, we must build and develop electric power dispatching automation system and improve the automation level of the system, which puts forward more strict requirements on the scheduling system. The calculation of Power Dispatching and Control System is based on the running data of power network. Only based on the high reliable real-time operational data, can we realize the accurate, overall and rapid perceptions of the power grid operation state. To solve these problems, in this paper, we make some researches on the related theory of the power system. The Switch and Topology Estimation in the comprehensive quality improvement system of grid data has detected and identified the data in order to achieve a comprehensive upgrade of the measured data and the model data. As a result, the level of analysis and control of power grid is increased, and as well as the security and stability of the power grid operation. The main research contents in this article are as follows:(1) The Switch Estimation includes the identification of disconnector, the design of extensible rule engine and the achievement on the platform. The rules method was the most widely used in the Switch Estimation, but cannot be extended in the technology. An extensible rule engine has been designed to overcome the shortcomings of existing technology and to enhance the dynamicity and scalability of the system. The rules engine design is based on Java Reflection Mechanism for the technical route and follows the Open-Closed Principle. Finally, the rule engine can dynamically add, delete or modify the rules without modifying both the library and client code. It can decouple data processing and applications from the system level, also decouple the rule design and application function, and ultimately flexible software system expansion. The method has high degree of modularity, good dynamic and scalability enhancements.(2) The article has studied the existing Switch Estimation identification rules on the platforms deeply and understood the specific identification process for the remote information data of switch elements, also has made comparative analysis of the results of various rules. Then proposed a new identification method for disconnector based on the analysis results. The method was realized and verified on the platform.(3) The paper has analyzed and described the process of Topology Estimation, the design of software and error identification of topology. The article has researched the close contact between the Topology Estimation and the Switch Estimation by combining data relationships between modules on the system.(4) The last part is about the unit testing, it has finished the code test of the Switch Estimation and the Topology Estimation. In this way, we has a deeper understanding of the experimental software platform and the data quality, a clear understanding of the processing of data on the platform. At the same time was made be skilled to use the language of the Java.
