State estimation and parameter estimation of power system are indispensable contents in Energy Management System, all the advanced application software based on them depend on their good performance, and they are reliable basis of the grid in safe and stable operation. In the actual power grid, measurement error and parameter error affect the precision of state estimation. Existing state estimation methods in often adopt single estimation algorithms, but under the background of complex power grid data, the data of measuring are usually not complete or the sorts of data are various, which is difficult to meet the requirements of state estimation in accuracy. Parameter estimation is the key method to eliminate the influence of parameter error, however, more equipment, and large number of parameters and influencing each other will let the precision and stability of the parameter estimates are hard to meet the requirements, especially for the small impedance line.To solve the above problems, the algorithm fusion of state estimation and the small impedance line parameter estimation method are carried on the thorough research in this paper, an algorithm fusion system is proposed, the method based on the idea of data fusion puts the method of weighted least square algorithm, the fast decoupled method, the state estimation algorithm based on measurement transformation and the Sigmoid function together to realize the grid state estimation, and it makes estimation results retain the advantages of each algorithm also avoid the drawbacks of single algorithm, and improves the state estimation precision and efficiency. At the same time, the method of line classification for parameter estimation is put forward to improve the accuracy of parameter estimation, after the transformer is equivalent to line, small impedance line parameters uses particle swarm algorithm to optimize alone and big impedance line parameters adopts traditional augmented state estimation method for parameter estimation.After state estimation and parameter estimation method are studied, the paper designs the evaluating software based on the DataPlatform, the way of operation supports manual and automatic mode. Then it makes some basic and important kind to unit testing to ensure the accuracy and completeness of the code. At last, by experimental verification, the fusion algorithm of state estimation and small impedance line parameter estimation is not only improving the quality of the estimate, but also improve the efficiency of the estimation.
