With the in-depth development of urbanization, formulation of urban planning is advancing constantly, there is more and more planning results; one specific land parcel is always required to meet the multiple demands of different planning results. Some of the planning demands is complement each other and guide the land parcel to complete the planning indicators; some of these arise contradiction to each other because of different planning emphasis, and it is hard to make choice when facing the different control requirement. To solve this problem, we need to start from each planning result, analysis how the characteristics changes as the measure changing, and on this basis, establish the relevance between each planning results data, realize the unified management of planning results. Therefore, this paper takes the overall planning, zoning planning and regulatory planning result data as example, discussed the coding and correlation method of planning data hierarchy unit based on urban planning unit, to solve the problem in planning management above.This paper firstly analysis the characteristics of multi-scale planning result data, summarized similarities and differences on respects of geometry, topology and attributes of multi-scale planning elements, established the incidence relation of multi-scale planning result data. Then studied the hierarchy of urban planning unit, established the hierarchical relation between planning unit and planning element. After that, the paper proposed a method of planning data hierarchy based on planning unit, designed the relevant encoding structure and implementation algorithm. At last, studied the correlation method of planning result data in different scales, finally realized the bi-direction relevance of multi-scale planning result data. The main research contents and results of this paper are as follows:(1) The characteristics of multi-scale planning result data were analyzedFrom the point of urban master planning, zoning planning and regulatory planning, analyzed the characteristics of geometry, topology and element index of different scales’ planning elements. Summarized the changing rules of elements’characteristics while the scale changing, and also explore the inner link between multi-scale planning results data, which providing the fundamental basis of the bidirectional association link of different planning data in this paper.(2) Studied the level characteristics of urban planning unitsFrom the respects of planning unit’s delamination, zone integrity, geometrical shape, topological relation and attributes, summarized the basic characteristics of planning unit based on this, the paper discussed the spatial level relation between planning units and planning elements, providing the powerful support for the special level coding based on planning units.(3) Spatial level coding method based on planning unitsDivide the unit coding of planning elements into two parts:Planning element unit coding and planning element self-coding. Planning units nested with each other and planning data is divided level by level. Aiming at this feather, On the basis of existing common analysis of level coding method, according city’s planning regionalism and road network, build 4 levels of irregular nets:partition unit, street unit, community unit, road net unit, designed encoding structure of spatial level; for element self-coding, the paper proposed a method which take planning element’s geometric and attribute character account, and design the encode structure and relevant encryption algorithm as well.(4) The association of planning data based on level unit codingTaking the coding units as link, established the incidence relation between planning result in different scales and different planning units. By means of test the relation of planning result data indexes at different level, expanded the dynamic relevance of planning data to practical application scenarios.
