With the sustainable and rapid development of the whole national economy, the ownership of motor vehicles in cities is increasing, and traffic problems have become increasingly prominent. And at the same time, the increase in traffic, not just brings traffic congestion, the illegal and accidents have also shown a fierce amount of increasing trend. Intelligent transportation system (ITS), which is considered as one of the best means to solve the increasingly serious traffic problems, catches the constant research and attention. Traffic monitoring system is an important part of the intelligent transportation system, which is of great significance in optimizing traffic management and improving traffic efficiency, and furthermore, it’s one of the hotspots of intelligent transportation applications development all around the world in recent years.In this paper, one actual intelligent transportation project is as the basis. We start from the characteristics of traffic data, and analyze the business needs of traffic management against urban traffic management problems. Then based on the underlying road traffic high-definition video surveillance systems and traffic management information systems, we extract and analyze the massive accumulation of traffic data, design and implement the upper traffic monitoring system for traffic management departments to provide a variety of integrated information services, which has important significance and prospects of application.The main work of this paper includes the following three parts:(A) Research specific traffic problems, focus on traffic flow, key vehicles, data judge, exception information of crimes and other aspects, mine critical needs of urban traffic monitoring system, and then define and describe the functional requirements and roles of the system;(B) Analyze and find out the solutions of key problems of traffic monitoring system, design and implement corresponding traffic data mining algorithms against three main functions, which involves high frequency sites of stolen vehicle, path correlation analysis, and automatic detection of fake vehicle plates, and perform the validation and performance testing of the algorithms with real traffic data sets of scale of forty million;(C) Using the iPlat platform, which is suitable for large-scale application development, complete the software architecture of the system, and fulfill the real development work to realize the whole system, after that, the system is put into use as part of ITS of one city in Jiangsu province, providing a more robust basis for decision making of local traffic management, then improving the efficiency of traffic monitoring, management and control.
