Study on water security problems began in 1970 s, With the rapid increase in population and the deepening water crisis, water security is no longer a regional water crisis, but the world water crisis. In recent years, more and more scholars take the water problem as a whole to study. Water security problem is not only more water, less water, muddy water, dirty water and other issues, related to the safety of water resources and water environment and the affect to the whole system, include people, ecological environment after the crisis. As one of the energy and substance of social and economic development,with the population expansion,industry aggregation, increase strength of social economic activities on water resources and water environment destruction, water has been unable to meet the needs of development in some areas, seriously restricted the sustainable development of economy and human life and property safety. Therefore, efficient evaluation of water security problem is imminent.Based on the previous research, carried on the definition and connotation of water security in-depth research, focus on the integration of water security problems, comprehensive analysis water-related system include social system, economic system and ecological system-- the water security system.Bold reasoning and confirmed that the water security system is a complex adaptive system, in-depth analysis of the water safety system complexity and adaptability, and its 4 characteristics and the 3 mechanism of the system. On the basis of theoretical research, the establishment of complex adaptive evaluation index system of water security system based on system characteristics and mechanism. The retention data obtained on the basis of the objectivity of right of each index put forward improved entropy. At the same time, the analysis of the relationship between the water safety system characteristic and mechanism, the establishment of multi-variable iteration comprehensive evaluation model, to evaluate the water security system.Using the above method, selects two representative area to evaluate. Jiansanjiang:located in the inter land of the Sanjiang plain, an area of 12350 square kilometers, covering all black,rich in water resources, rivers and natural resources, is one of the major grain production base in china. The main demonstration area of agriculture, forestry, animal husbandry,fishery, industry, and tourism. Gansu Province: In the north adjacent to Inner Mongolia plateau,in the east of next to the Loess Plateau, and Qinghai Tibet Plateau in the south of Gansu province and in the Western adjacent to Qinghai province and Xinjiang province. More than 80% of the province for the arid and semiarid area, scarce precipitation. Two areas were selected ten years data to evaluate,results show that the construction of Jiansanjiang regional water security index were all above 0.5423, in a safe state. Gansu water security index between 0.3788~0.2921 is not safe. The actual situation of the appraisal result and the two regions correspond to. The comparison of the two regions more shows the feasibility of the method.
