The Ministry of Transport indicated that we should strengthen the management of road transportation in three aspects:structure, technology and administration during the 12th "five-year" plan. This thesis was aimed at the study of energy conservation and emission reduction from structural aspects. Through the analysis of policies of energy conservation and emission reduction, energy application and economic measures home and abroad, main problems of transportation in structural aspect including the infrastructure and equipment of road transportation, the layout and planning of road transportation and energy consumption of road transportation were pointed out.Based on basic concepts, this thesis focused on theoretical research on structural energy conservation and emission reduction. Meanwhile, through the analysis of the road transportation structure, the development status and the constraints of structural energy conservation and emission reduction of road transportation were identified. Optimal goal of energy conservation and emission reduction was proposed, requiring transportation capacity matches national demand, and transportation modes complement with infrastructures. After the optimal goal was set, specific plans for energy conservation and emission reduction of road transportation were proposed from several aspects, such as space-time occupancy, energy consumption, pollution control and social efficiency.By combining theoretical research with the current status of social and economic development, new dependency variables and accessibility constraints were added to the original model to make the empirical analysis and evaluation based on related data more persuasive. The index system of energy saving and emission reduction was constructed and analyzed by using analytical hierachy process(AHS). According to results of the empirical data analysis, application programs including rapid development of cost-effective public transportation, consumption reduction and pollution control by using new energy, establishment of sound environment regulations and evaluation systems, and national legislations were proposed to promote energy conservation and emission reduction.
