The Research Of Realization Route Of The Integration Of Multi-planning

The current spatial planning system equally emphasizes three schemes which are National Economy and Social Development Planning, Urban Rural Planning and Land Exploitation Genetic Planning. Meanwhile the system is also complemented by other schemes. The redundancy in planning results in the overlapping of scheme contents, multiple centered individuals, and independent disciplinary systems. Insufficient coordination exists among different departments, and the system fails to perform its duty like space planning, development optimization and farming land protection. Though the government and academia have realized this problem, it remains insurmountable as the perfection of the planning system has relevance to the modification of law and reform in the regime, etc. It’s urgent to instigate multi-scheming cooperation and establish a spatial planning which is unisonous and effective.Based on the literature, this paper employs comparative analysis and theory-practice analysis to investigate the integration of multi-planning and its relevant problems by cracking on feasible path of multi-scheming cooperation. The paper singles out urban planning and land exploitation planning as typical cases, comparing which the paper comes up with a preliminary feasible trajectory and the paramount sections of multi- scheming cooperation, thus provides reference and theoretic credence for constructing a reasonable yet efficient spatial planning system and for propelling the reform of scheming regime.Currently C hina is in a stage of fast development of industrialization, urbanization, agricultural modernization, and information reformation. The conflict between environment resources and fast development of economy and society stands prominently nowadays. It is of paramount importance to escalate nationa l economy and social development scheme, the major functional area planning, land exploitation planning, urban generic planning, environment function planning, ecological conservation protection planning and the multi-scheming cooperation, etc., to break the area and department segmentations, to optimize the land exploitation activities and the resource allocation, strengthen the management of planning control and its leadership role, and to gradually make for a thrift yet effective land exploitation ambience which coordinates demography, economy, and resource environment. Developing an integrated spatial planning system on multiple aspects, such as basic planning, land-use scale, spatial distribution and implementation management is not only time and cost saving, but also enhance the seriousness, authority and operational efficiency which plays an important role in accelerating the transformation of the economic development method and spatial development mode, carrying out the regulation of major function area and facilitating the harmonious development between economic society and the eco-environment.
