With the rapid economic development in China, increasing number of cars have put great pressure on traffic management. Traffic violation has become one of the most important problems in modern traffic management. Vehicle image capturing and intelligent management system is designed to deal with the problems of current traffic situation of China The system is composed of front-end intelligent grasping beat systems and Web database management subsystems, and intends to capture and share information through the video capture, image analysis technology, data storage technology.This paper focuses on the designs of Intelligent Capturing and Management System for Road Vehicle Image to monitor behaviors of pedestrians and vehicles, strengthen the implementation of traffic rules and regulations, and reduce traffic accidents and traffic congestion. The system captures the images of vehicles at the intersections through front-end capturing intelligent system. Once illegal behavior of vehicles is detected, the cameras will work immediately to snap the picture, which will greatly improve the efficiency of the traffic police department in the aspects of monitoring for law violations, and consequently enhance the operating environment of public transport. In addition, the system is connected with traffic police network for public security, which allows the police to discover escaping vehicles, track and locate the illegal and criminal vehicles, and dispatch to arrest by querying the blacklist, providing clues and evidence for investigation of illegal cases.The Vehicle Intelligent Image Capturing and Management System is based on Java language, J2EE technology, SQLServer2005 database development. The main research results include the following:(1) The foreground of the system uses high-definition cameras to photograph vehicles passing through; screening different illegal conditions, and obtain image information like color, model, and license plate of the illegal vehicle. The background image processing software identifies and compares the data. The results, together with the car picture information, are sent to the system backstage database. Relevant information is input and stored.(2) Improve and optimize the system through the database. Implement user management by providing illegal inquiries, illegal penalties and notice.
